The proposed amendment to South Korea’s Game Industry Promotion Act (GIPA) seeks to prevent ‘Nominal Domestic Agents’ for foreign game companies

Professional partnerships are gaining attention for substantive regulatory compliance

SEOUL--(Korea Newswire)--Qroad (CEO Ho-Woong Gil), Korea’s largest specialized IT and game service company, offers professional domestic agent designation services tailored for foreign game companies in line with the latest market shifts. Leveraging over a decade of rich experience in game service operations and a strong collaborative framework with top-tier Korean law firms, Qroad provides a one-stop solution encompassing ‘regulatory compliance guidelines,’ ‘practical operational communication’ (human agent), and ‘key regulatory trends and monitoring reports.’

With a proposed partial amendment to the Game Industry Promotion Act (GIPA) recently introduced in the National Assembly to significantly strengthen the responsibilities of domestic agents for foreign game business entities, global game companies are facing an urgent need to refine their Korean market strategies. The core of this amendment is to enhance the effectiveness of the domestic agent system—which previously often functioned merely as a nominal contact window—and to clarify legal liabilities regarding user damage relief and complaint handling.

Addressing criticisms that some foreign game entities merely appointed domestic agents without actively protecting users, the key content of the amendment mandates substantive user protection. Furthermore, to counter criticisms that non-compliance with domestic agent appointment rules under the current Game Industry Promotion Act lacked meaningful penalties, the amendment tightens punitive provisions, enabling measures up to ‘corrective orders’ and ‘suspension of operations.’

As legal risks rise and regulations become more detailed and stringent, foreign game companies servicing Korean users find it essential to move beyond establishing simple contact networks and collaborate with reliable domestic partners equipped with legal and operational expertise.

Hoon-Young Jung, Vice President of Qroad, said, “Qroad helps foreign game companies fulfill their legal obligations stably and achieve successful settlement in the domestic market without establishing a separate Korean subsidiary. Based on these capabilities, we currently serve as the domestic agent for top-tier game companies from the United States, China, Finland, and Japan.”
