The Outcomes of the ROK-Japan-China Foreign Ministers' Meeting

Seoul--(뉴스와이어)--The Trilateral Meeting of the Foreign Ministers of the Republic of Korea, Japan and the People's Republic of China was held on July 3rd(Sun), 2007 in Jeju Island. Representing their respective countries were Minister of Foreign Affairs and Trade Song Min-soon of the ROK, Minister of Foreign Affairs Taro Aso of Japan, and Minister of Foreign Affairs Jie-chi Yang of the PRC. The three foreign minsters exchanged views on a wide range of issues including ways to further expand substantial trilateral cooperation between the three countries, the North Korean nuclear issue, and situations in Northeast Asia.

The three foreign ministers agreed to expand cooperation within substantial areas of trilateral cooperation, and to promote cooperation in the specific fields as follows:

a. To expedite the progress of cooperation in the fields of economy and trade, and accelerate current negotiations on a Trilateral Investment Agreement for the expansion of trilateral investment;

b. To assess the results of the private joint study underway on the Korea-Japan-China FTA, and consult one another on the future direction of discussions on the basis of the results and recommendations given by the joint study;

c. To strengthen energy security talks among the three countries that, in the joint interest of the three major energy consuming countries, would develop a trilateral cooperation on this issue;

d. To promote people-to-people exchanges and trade among the three countries, the ministers agreed to make efforts for the launch of the Kimpo-Hongqiao and Hongqiao-Haneda airport shuttles at an early date;

e. To understand the importance of cooperation in environmental issues among the three countries and strengthen trilateral cooperation in such matters including Dust Sandstorm(DSS) issue and marine refuse;

f. Regarding climate change issues, the ministers shared the view on the importance of clean and alternative energy and the three countries agreed to continue policy dialogues;

g. On the occasion of marking 2007 as the Year of Korea-Japan-China Cultural Exchange, the three countries agreed to promote the Northeast Asia Cultural Shuttle Project, the concrete implementation plans for which will be discussed at a working level. The three countries also agreed to expand youth and sports exchanges;

h. To enhance mutual understanding and trust among the peoples of the three countries through the increase of people-to-people exchanges, and, in this vein, promote the active exchange of journalists of the respective countries; and

i. To resume the exchanges among National Institutes on Foreign Affairs and Security of the three countries and hold the next conference in Seoul at the earliest possible date.

Furthermore, the three foreign ministers shared the view that the North Korean nuclear issue is an important security issue of this region, and agreed to make efforts for early implementations of the September 19 Joint Statement and the February 13 agreements.

The three foreign ministers also shared the view that, for peace, stability and prosperity of the Northeast Asian region, it is important to establish a multilateral security regime based on mutual confidence building, and agreed to continue cooperation in the future process of discussions on peace and security regime of Northeast Asia.

Although trilateral foreign ministers' meetings were previously held during the ASEAN+3 meetings and other international conferences, the foreign ministers, recognizing that the holding of separate trilateral talks in Jeju Island was substantially meaningful to the promotion of trilateral cooperation, agreed to continue the development of such talks in the future.

The three foreign ministers agreed to hold the next Korea-Japan-China Foreign Ministers' Meeting at an appropriate date. The specific date and venue of the next meeting will be determined after consultations through diplomatic channels.
