Seoul--(뉴스와이어)--The ‘Partial Legislative Amendment of Presidential Decree Implementing the Law on the Korea International Cooperation Agency‘(referred to hereinafter as ‘Presidential Decree of the Law’) has passed the Cabinet meeting on September 11, Tuesday. With the passage of this Decree, the ROK government will start to impose a 1,000-won (around one-dollar) Contribution to International Poverty Eradication on all international flight passengers departing from the Republic of Korea from September 30, 2007.

The amendment to the ‘Law on the Korea International Cooperation Agency’ on March 29, 2007 provided the legal basis for introducing the system of ‘Contribution to International Poverty Eradication’. In order to implement this Law, the ‘Presidential Decree of the Law’ stipulates provisions on those who are exempt from the imposition of the Contribution, the management of the Contribution and the Committee for the Operation and Review of the Contribution.

In concrete terms, those who are exempt from this fee include infants under two years old, children adopted to foreign countries, transit passengers, and flight attendants. The Incheon International Airport Corporation and the Korea Airports Corporation both are delegated the authority to impose and collect the Contribution. The Committee for the Operation and Review of the Contribution, which will be set up for the equitable and transparent use of the Contribution, is composed of the Minister of Foreign Affairs and Trade(Chairman), Vice Ministers of relevant Ministries, President of the Korea International Cooperation Agency and two-year term non-governmental members. The Committee will review and make decisions on major policies regarding the management and use of the Contribution.

Ever since the United Nations Millennium Summit adopted the Millennium Development Goals as its action plan for achieving global sustainable development in 2001, the number of nations levying a small amount of contribution to international flight passengers has increased in recent years. The collected money, expected to reach about 15 billion won a year in Korea, is given to the Least Developed Countries for fighting poverty and diseases.

The ‘Contribution to International Poverty Eradication’ is also expected to promote Korea’s image as a provider of humanitarian assistance and heighten the pride of the Korean people in their endeavors to join the international efforts to eradicate poverty and diseases.
