2005년 APEC 통상장관회의 개최
금번 회의에는 Portman 미국 신임 무역대표(USTR), Bo 중국 상무장관, Peterson 캐나다 통상장관 등 21개 APEC 회원국 통상장관 또는 대표들이 참석, WTO DDA 협상에의 APEC의 기여방안, 역내 무역자유화 및 원활화, 보고르목표에 대한 중간점검, 안전한 교역환경 확보, APEC 개혁 등과 관련된 의제들을 논의할 예정이다. ※ 보고르 목표 : 선진국 2010년, 개도국 2020년까지 무역·투자 자유화를 달성하기로 한 1994년 APEC 정상회의 합의
특히, 금번 통상장관회의에서는 12월 홍콩에서 개최되는 제6차 WTO 각료회의를 앞두고 WTO DDA 협상이 실질적 진전을 이룩할 수 있도록 APEC 차원에서의 기여 강화 방안이 집중 논의될 예정이다. APEC 회원국 통상장관들은 DDA 협상 진전에 대한 강력한 정치적 의지를 담은 DDA 별도성명도 채택할 예정이다. 금번 회의에는 수파차이 WTO 사무총장도 참가, APEC 통상장관들이 DDA 협상 과정에서 적극적인 역할을 해주도록 요청할 예정이다. 또한 통상장관들은 1994년 채택된 보고르목표 달성을 위해 APEC이 이룩한 그간의 성과를 점검하고 향후 계획을 집중 논의함으로써 아·태지역 무역·투자 자유화 및 원활화를 위한 노력도 배가할 예정이다.
금번 통상장관회의는 오는 11월 부산에서 개최 되는 제13차 APEC 정상회의 및 제17차 합동 각료회의에서 실질적 성과를 도출하기 위한 중간점검 성격의 각료급 회의인 만큼, 우리 대표단은 우리의 개방된 무역정책 기조에 입각하여 제반의제 논의에 적극 참여할 계획이다.
통상장관회의 의장인 김현종 통상교섭본부장은 금번 회의를 통해 선진 통상국가를 지향하는 참여정부의 강력한 의지를 표명하고, 각국의 이해가 균형되게 반영된 DDA 별도성명 채택을 주도함으로써, APEC내 한국의 위상을 높이고 다자무역체제 강화에 기여할 예정이다. 김 본부장은 미국, 중국, 캐나다, 호주 등 주요국 통상장관들과 APEC 회의와는 별도로 양자회담을 개최, 양국 경제·통상 현안에 대해서도 협의할 예정이다. (※통상장관회의 직전 개최되는 제2차 고위관리회의는 5.20자 보도자료 참조.)
