통화스왑계약 체결 서명식 한·중·일 중앙은행 총재 축사

존경하는 日本銀行의 후쿠이 총재님과 中國人民銀行의 저우샤오촨 총재님, 그리고 리 빈, 토시유키 타카노 주한 양국대사님, 아울러 오늘 韓國과 中國 및 日本 중앙은행간 통화스왑계약 체결을 축하하기 위해 참석해주신 귀빈 여러분!
저는 오늘 특별한 감회와 기쁨을 가지고 이 자리에 섰습니다.
韓國의 속담에 “가까운 이웃이 먼 친척보다 낫다”는 말이 있습니다. 이웃끼리 서로 친하게 지내면 곤경에 처했을 때 먼 곳에 살고 있는 친척보다 이웃이 훨씬 더 도움이 된다는 뜻입니다.
여러분께서도 잘 아시다시피 韓·中·日 3국은 지리적으로 매우 근접해 있는 이웃일 뿐만 아니라 文化·歷史的으로도 많은 공통점을 갖고 있습니다.
아울러 그동안 3국간 交易이 놀라울 만큼 증대되었을 뿐만 아니라 3국 중앙은행간에도 폭넓은 交流가 이루어져 매년 간부직원의 정례협의 및 업무연수를 위한 상호 방문도 빈번해졌습니다.
이와 같은 3국간의 활발한 교류와 중앙은행간 상호협력이 오늘 통화스왑계약을 締結하는데 밑바탕이 되었다고 자부합니다.
어려운 시기에 도움이 되는 사람이 진정한 친구라고 흔히 말합니다. 이제 韓·中·日 3국중 어느 한 나라가 어려움에 처했을 때 서로 돕기로 약속하였습니다.
이러한 約束에 아시아 여러나라들이 합심하여 참여하게 되면 아시아 국가에 대한 국제금융시장의 信賴가 더욱 깊어질 것이고 이는 금융위기를 예방하고 또한 위기가 발생하여도 조기에 해결하는 데 크게 기여할 것입니다.
아무쪼록 오늘의 통화스왑계약 체결을 계기로 韓·中·日 3국의 우호관계가 더욱 돈독해지고 중앙은행간 金融協力이 더욱 공고해지기를 기대합니다.
끝으로 오늘 중앙은행간 통화스왑계약을 체결하는 데 한 치의 차질이 없도록 실무준비에 힘써주신 3국 中央銀行 직원 여러분들의 노고를 치하하고자 합니다.

at the Signing Ceremony of the Bilateral Swap Agreements

Honorable fellow Governor Fukui, and fellow Governor Zhou,
Honorable Ambassador Li Bin and Ambassador Toshiyuki Takano,
Distinguished guests,
and Ladies and Gentlemen attending today's ceremony celebrating the signing of the two bilateral swap agreements by our three central banks.
I stand here today with great pleasure and very special emotion.
There is a Korean proverb which says, "close neighbors are better than distant relatives," meaning that if neighbors become close friends, their relationship is of more help to them in times of need than their relationships, based on blood, with their own relatives.
As you are all well aware, Korea, China and Japan are geographically very close neighbors and share many cultural and historical values in common.
In addition, our three countries have achieved substantial development in economic cooperation, which can be witnessed in the ballooning volumes of trade.
In line with this, cooperation among the central banks of our three countries have also been stronger, through expansion in the number of our regular high-level consultative meetings and more frequent mutual interchanges of visits for on-the-job training.
I believe that the increasing economic relationships among our three countries, together with the expanding mutual cooperation among the Chinese, Japanese and Korean central banks, laid the groundwork for today's bilateral swap agreements.
There is another famous saying that "a friend in need is a friend indeed." Today the Bank of Korea exchanges promises with the People's Bank of China and the Bank of Japan, to help each other.
I am confident that further bilateral swap arrangements like this among the ASEAN plus three countries will heighten international financial market confidence in Asian countries and contribute to preventing financial crisis, as well as to overcoming it at an early stage if it occurs.
I sincerely hope that today's agreements will add momentum to enhancing the friendship among China, Japan and Korea and further strengthen financial cooperation among our three countries' central banks.
In closing, I would like to thank the staff of each central bank involved in arranging the two bilateral swap agreements, for their efforts for successful conclusion.

존경하는 韓國銀行의 박승 총재님, 日本銀行의 후쿠이 총재님, 그리고 참석해주신 귀빈 여러분!
저는 한국은행의 창립 55주년을 맞이함과 동시에 韓國銀行과 中國人民銀行 그리고 韓國銀行과 日本銀行 등 3국 중앙은행간 통화스왑계약이 체결될 수 있게 된 것을 기쁘게 생각합니다.
中國 및 韓國당국으로부터 승인된 이번 韓·中 중앙은행간 통화스왑계약은 스왑규모가 종전 20억달러에서 40억달러 규모로 증대되었으며 IMF 프로그램과 連繫하지 않고 양국에서 자율적으로 지원할 수 있는 비율도 스왑규모의 10%에서 20%로 상향조정하였습니다.
이와 같이 스왑규모 및 관련 비율의 제고는 치앙마이 이니셔티브(CMI)와 관련하여 역내 금융안정을 위해 ASEAN+3 나라가 채택한 역내의 독자적이고 유연한 조치를 지원하기 위한 것입니다.
이와 같은 ASEAN+3 국가간의 양자간 통화스왑계약의 확대는 CMI 체계하에서의 역내 통화협력에 있어 새로운 里程標가 될 것입니다.
오늘 韓國銀行과 日本銀行間 통화스왑계약 체결을 매우 기쁘게 생각하며, 아울러 중국인민은행과 일본은행간 기 체결한 통화스왑계약 개정 절차가 이미 완료되었음을 알려드리고 싶습니다.
저는 中國人民銀行을 대신하여 이번 통화스왑계약 개정 과정에서 相互協力정신에 입각하여 순조롭게 일이 마무리될 수 있게 노력하여 주신 韓國銀行 및 日本銀行 동료 및 직원 여러분에게 감사드리고 싶습니다.
이번 통화협정체결에서 보여준 상호협력관계처럼, 앞으로 3국 중앙은행간 협력 및 친선관계가 더욱 강화되기를 희망합니다.

Ladies and Gentlemen,
It is a great pleasure for me today to attend this tripartite BSA signing ceremony held in conjunction with the Bank of Korea celebrating its 55th anniversary and to renew the BSA signed between China and Korea.
As authorized by the Chinese and Korean governments, the capital volume involved in the BSA between China and Korea will be increased from US$2 billion to US$4 billion, with the proportion delinked from the IMF financial program to expand from 10 percent to 20 percent. The rise of both the capital volume and proportion represents great support of the Chinese and Korean authorities to an independent and flexible approach adopted by the "10+3"countries in preserving regional financial stability in line with the principles of the Chiang Mai Initiative. In this sense, the expansion of BSA signed among the "10+3"countries will be a new milestone in further capitalizing on the Chiang Mai Initiative.
I learned with great pleasure that Korea and Japan will also sign a BSA on today's occasion and would like to inform you that China and Japan has recently completed the necessary procedures in the renewal of the BSA. On behalf of the People's Bank of China, I would particularly like to extend my heartfeltthanks to our colleagues in the Bank of Korea and Bank of Japan for theircooperative spirit as demonstrated in the course of mutual discussions related to the renewal of BSAs with China. I firmly believe that with a supportive spirit as solid as this, the existing cooperation and friendship among our three central banks will be further strengthened and deepened.
Finally, I would like to thank the Bank of Korea for all this considerate arrangement made for this ceremony.

오늘 서울에서 韓國銀行 총재 및 中國人民銀行 총재와 함께 韓·日 중앙은행간의 새로운 스왑협정 체결 및 韓·中 중앙은행간 스왑협정 更新에 참석하게 되어 매우 기쁘게 생각합니다.
오늘은 보다 강화된 3개국 통화스왑 네트워크를 통하여 중앙은행 협력이라는 새로운 장을 여는 기념비적인 날입니다. 개인적으로 이번의 협력은 3가지 면에서 중요한 의미를 지닌다고 생각합니다,
첫째, 한일간의 새로운 스왑협정하에서는 각 중앙은행이 이미 체결된 日·中간 스왑협정과 같은 조건에서 단기자금 인출을 발동할 수 있습니다. 이는 韓·中·日 3국 중앙은행간의 동등한 파트너쉽을 상징한다고 생각합니다.
둘째, 이번 韓·日간의 스왑협정은 중국 위안화와 일본 엔화간의 스왑과 동일한 형태의 韓國 원화와 日本 엔화와의 地域通貨간 스왑협정입니다. 이는 아시아 역내에서 역내통화표시의 자본흐름을 더욱 촉진시킬 것입니다.
셋째, 화살 셋을 한데 묶으면 결코 부러지지 않는다는 일본 속담을 인용하고자 합니다. 이번의 강화된 3개국간 통화스왑 네트워크로 장래에 발생할 수 있는 금융위기가 효과적으로 해결될 수 있으리라고 확신합니다.
마지막으로 이번 행사를 주최하신 韓國銀行 총재와 직원들께 깊은 감사를 드리며 3국 증앙은행간의 友情이 계속되기를 바랍니다.

at the Signing Ceremony of the Bilateral Swap Agreements

Ladies and Gentlemen,
Today I am very pleased to be here in Seoul with Governor Park and Governor Zhou to sign the new Bilateral Swap Agreement between the Bank of Korea and the Bank of Japan and to celebrate the renewal of the Bilateral Swap Agreement between the People's Bank of China and the Bank of Korea.
This is indeed a memorable day for our three central banks as we open a new chapter of central bank cooperation with the strengthened trilateral currency swap network. In my personal view, this cooperative achievement has three important implications.
First, under the new Bilateral Swap Agreement between the Bank of Korea and the Bank of Japan, each central bank can activate the drawing of short term liquidity on the same conditions, as is already the case under the swap agreement between the People'sBank of China and the Bank of Japan. I believe this symbolizes the equal partnership between our three central banks.
Second, this is a local currency swap agreement between the won and the yen, like the one already agreed upon between the renminbi and the yen. I hope this will encourage greater flows of local-currency-denominated capital in the Asian region.
Third, let me quote an old Japanese saying, which goes something like "three arrows never break when bound together." With this strengthened trilateral currency swap network, I am confident that future financial difficulties, if any, will be resolved effectively.
Lastly, I would like to express my deepest gratitude to Governor Park and his staff for hosting this ceremony in the name of everlasting friendship between our three central banks.
