President Roh Moo-hyun Speaks to Russian President Vladimir Putin During an Evening Telephone Call
President Roh emphasized that North Korea's nuclear test is a threat to the peace of the Korean Peninsula, Northeast Asia and the entire world as well as a unilateral violation of the principle of the nuclear-free Korean Peninsula. The President reiterated once again that North Korea with nuclear weapons shall not be tolerated and that the Korean Government supports the United Nations Security Council Resolution 1718 concerning economic sanctions on North Korea.
President Roh emphasized that, no matter how difficult the situation may become, efforts to solve the problem through dialog should never be abandoned and that the parties to the Six-Party Talks need to consult closely with one another to roll back the current situation to where it had been before the nuclear test. He also requested that Russia take up an active role in ending this impasse.
In response, President Putin noted that the UN Security Council passed the resolution unanimously. As the situation is turning out tense, President Putin emphasized that it is most crucial for the parties to the Six-Party Talks to engage in more assertive consultation and opinion sharing not only among the leaders but also through diverse channels at different levels. He also added it was needed to institute the process of resolving it through dialog and concerted efforts of the parties.
Moreover, President Putin noted that, as part of this process, he is frequently consulting with China, including a recent consultative meeting with the Chinese Special Representative, Tang Jiaxuan. He then explained the substance of what he had discussed with the different world leaders, including Federal Chancellor or Germany Angela Merkel.
In response to President Putin's congratulation on the appointment of Minister Ban Ki-moon as the next UN Secretary General, President Roh expressed appreciation for the interest and efforts shown by Russia in the election process.
