President Roh Moo-hyun will attend the 10th ASEAN+3 Summit and other related summit meetings
Attendance at the 10th ASEAN+3 Summit
President Roh is scheduled to attend the 10th ASEAN+3 (Korea, China and Japan) Summit on January 14, where he will propose directions for regional cooperation towards the common goal of peace, prosperity and progress of the East Asian community and will discuss with other leaders how to achieve these goals together.
President Roh will present his proposal on how to cooperate to gain a foothold on economic prosperity in the region, including pursuing the East Asian Free Trade Agreement (EAFTA), nurturing human capital, and exploring growth industries. In addition, the President will also stress the importance of enhancing a sense of an East Asian community and of increasing cultural exchanges.
Attendance at the 10th Korea-ASEAN Summit
On January 15, President Roh is to hold the Korea-ASEAN Summit with the heads of the 10 ASEAN member nations on January 14 to discuss regional and international issues and exchange views on ways to promote cooperative relations between Korea and ASEAN.
The Korean President and the leaders of the ASEAN member nations are expected to commend that Korea and ASEAN have exerted dynamic, cooperative efforts in the past year on all fronts, including political, socioeconomic and cultural arenas. They are also expected to adopt an Executive Report explaining progress of the ROK-ASEAN Plan of Action that was adopted at the 2005 EAS Summit.
At the meeting, President Roh plans to stress that regional collective endeavors are needed to cope with new security issues, to commend progress of the Korea-ASEAN FTA negations now underway, and to reaffirm his commitment to finalize them at an early date.
In addition, President Roh is to express his support for removing the economic developmental gap among the ASEAN member nations, particularly targeting those that have joined ASEAN recently. He will also propose cooperative measures focusing on informational technology and culture sectors.
2nd East Asia Summit
On January 15, President Roh will attend the 2nd East Asia Summit (EAS) featuring the 16 heads of state representing Korea, China, Japan, Australia, New Zealand, India and the 10 ASEAN members.
At the second EAS of this year, following the inaugural one held in Kuala Lumpur in 2005, the 16 leaders are expected to have open discussions on cooperative measures in five targeted areas of energy security, financial cooperation, education, avian influenza, and disaster management. In particular, the leaders are scheduled to sign immediately following the summit the Cebu Declaration on Energy Security in East Asia designed for regional cooperation in the energy security sector.
President Roh plans to propose various cooperative measures in the energy security sector at this year's summit. He will also stress that the nations in the regions need to exert joint efforts to cooperate in education to nurture human resources, to prevent and cope with avian influenza (AI), to construct an early warning system against sudden disasters through use of sophisticated ICT, and to launch a viable financial network through active movement of capital among the member nations.
