Korea, China Agree on Future-Oriented Partnership
Prime Minister Wen Jiabao of the State Council of the People’s Republic of China is making an official visit to Korea from April 10 to 11 at the invitation of President Roh Moo-hyun.
President Roh and Prime Minister Wen held a summit followed by dinner at Cheong Wa Dae today. At the meeting, the two leaders had extensive discussions on various issues, including the development of bilateral relations, cooperation to peacefully resolve the North Korean nuclear problem and ways to work together in the international arena as well as in the Northeast Asian region.
Evaluation of Korea-China Relations and Future Plans
President Roh and Prime Minister Wen made a positive evaluation of the fact that bilateral relations have rapidly expanded over the past 15 years since the establishment of diplomatic ties in 1992 and evolved into a truly comprehensive and cooperative partnership.
Marking 2007 the Korea-China Exchange Year, the two sides agreed to further solidify substantive cooperation in trade, investments and people-to-people exchanges. Notably, the two countries concurred on the need to continue youth exchange programs for the future-oriented progress in bilateral relations.

Discussions on Major Pending Issues of Mutual Interest
In the political field, the two sides reached agreement to continue to exert efforts so that various pending matters, including the issue between Korea and China over ancient history, should not impede the development of bilateral relations.
The two sides stated that they would further strengthen dialogue and collaboration in diplomatic and security affairs and establish a direct communication line between the navies and air forces of the two countries.
Regarding the economy and trade, Korea and China announced that they would mount joint efforts to reach the trade target of US$200 billion by 2012, the 20th anniversary of the establishment of Korea-China diplomatic relations. This target was set during the Korea-China summit in November 2005. They also agreed to work together to ensure the smooth execution of collaborative projects in 17 areas including information technology, logistics and environment. The two sides agreed to launch a direct flight that shuttles regularly between Kimpo and Hong Qiao Airport, stating that the air traffic authorities of the two countries would discuss the details.
The Korean side expressed the hope that it would participate in China’s third-generation mobile communication project. The Chinese side offered a high assessment of Korean companies’ information technology, stating that China is looking forward to even broader collaboration with Korean businesses.
The Chinese side asked for the Korean Government’s cooperation on easing the trade imbalance, and the Korean side replied that it would continue to take necessary measures. China also requested Korea to lift the special safeguards applied to Chinese goods at the earliest date. In return, Korea stated that it would review the matter in good faith.
The two sides highly evaluated the fact that a feasibility study on a bilateral FTA is being carried out jointly by industries, governments and academia of the two countries. They expressed expectations that the two nations would be able to come up with a win-win strategy.
The two sides welcomed the signing of an MOU concerning issuance of work permits and have agreed to promote mutual interests through the dispatch and admission of workers between the two countries.
The Korean Government asked that the Chinese Government support Korea’s bid to host the 2014 Winter Olympic Games and the 2012 World Expo, and the Chinese Government responded by saying that it is actively studying the issue.
Regarding the North Korean nuclear problem, the two sides gave a high evaluation of their collaboration that resulted in the February 13 agreement at the Six-Party Talks. They reaffirmed that a peaceful settlement of the nuclear issue is critical in opening an age of permanent peace and stability in Northeast Asia. They also agreed to further solidify cooperation for continuing progress in the multinational process.
The two sides concurred on the need to promote regional cooperation in Northeast Asia and to work together in this regard. They gave high marks to the Six-Party Talks that has charted a course toward forming a multilateral security mechanism. They expressed expectations that the initiative would develop into a system for a multilateral security dialogue for the Northeast Asian region. At the same time, the two sides decided to step up collaboration in the international arena, including the UN, APEC and ASEAN + 3 venues.
After the summit meeting, President Roh and Prime Minister Wen witnessed the signing of bilateral agreements concerning cooperation in sea-borne search and rescue as well as in the protection of migratory birds. The two governments also exchanged MOUs on the issuance of work permits as well as on the exchange of young people.
