Strong Improvement Measures Set for Teacher Training

Seoul--(뉴스와이어)--On February 19, 2008, the Ministry of Education & Human Resources Development promulgated a revision of the “Regulation on the Training of Teachers and Others,” with aim to enhance the teaching capacity of over 400,000 primary and secondary school teachers nationwide.

Under the revised Regulation, training will be provided at a minimum of 50 days and 360 hours per year for Principals and pre-primary school headmasters, up from the current minimum 30 day-180 hour requirement. In addition to offering professional training more frequently and for longer periods, the ministry also plans to increase practical on-site training programs, so as to help develop the leadership capacity and management skills of school heads.

The ministry will give the common name of ‘Education Training Institutes’ for the diversity of teacher training institutes that are currently operated within universities, so as to ensure unity and efficiency. And once such institutes secure a sufficient number of programs, lecturers and facilities, they will be allowed to offer training programs to all pre-primary, primary and secondary teachers, without any restriction. The measures are designed to help provide teachers with a wider choice of training institutes and programs.

Following another deregulation step, the Korea National Open University(air & correspondence university) and corporations may now establish distance education training institutes. This is to help accommodate increasing teacher demands to be trained on core skills such as the English language and computer usage. At the same time, general training institutes that pass the government’s contents assessment will be allowed to offer training programs online.

A separate ‘Distance Education & Training Support Center’ will be set up as a quality assurance framework for teacher training delivered online. The Center will oversee the operation of distance teacher training institutes, conduct assessments on education contents, evaluate programs/institutes and provide consulting service.

In addition, the ministry recognized that the quality of training programs differ widely between training institutes, as they currently operate their own self-developed curricula. As a countermeasure, the ministry will develop a standardized curriculum for the professional training of principals, vice principals and grade 1 teachers. The new curriculum will be built on a more interactive approach, so that teachers may acquire practical teaching skills through mentoring programs, discussion classes and on-site demonstrations.
