The Contact between Head Delegates of the Inter-Korean Working-level Military Talks
In accordance with this, the South Korean government, through its telephone message to the North on Jan. 20, proposed to the North to hold the 3rd Inter-Korean General-level Military Talks in February.
The North, in its telephone message to the South, revealed its position to agree to hold the Inter-Korean General-level Military Talks and suggested holding a working-level contact prior to the General-level Military Talks for the discussion of necessary procedures.
In response to this, the South accepted the North’s offer to hold working-level discussions for the holding of the 3rd Inter-Korean General-level Military Talks and proposed to hold the contact between head delegates of the working-level talks at Panmunjom on February 1. The North through its telephone message to the South dated on Jan. 28, proposed to change the date to Feb. 3, which the South accepted.
With the start of this year, the contact will be the first-ever dialogue between the South and North Korean military authorities and be meaningful to serve as a staring point to discuss matters related to the consolidation of military confidence building and peace, which have not met expectations by far in inter-Korean relations.
In accordance with the agreement reached at the 14th Inter-Korean Ministerial Talks in Pyongyang from May 4 to 7, 2005, the Inter-Korean General-level Military Talks were held twice.
At the 1st Inter-Korean General-level Talks in Mt. Geumgang on May 26, 2004, the South and the North discussed matters related to military tension reduction such as the measures to prevent accidental clashes in the West. At the 2nd Inter-Korean General-level Military Talks held in Mt. Seorak from Jun. 3 to 4, 2004, both sides adopted the ’Agreement on the Prevention of Accidental Naval Clashes in the West Sea, the Cessation of Propaganda Activities in the Military Demarcation Line Areas and the Removal of Propaganda Equipment’ with holding several working-level talks for the discussion and implementation of the Agreement.
Propaganda equipment was removed by three stages in the Military Demarcation Line areas and its removal was confirmed on Aug. 12, 2005. In addition, a communication liaison office was installed and put into operation between the South and North Korean military authorities for the prevention of accidental clashes in the West Sea on Aug. 13, 2005.
In the future, the Inter-Korean General-level Military Talks will be the arena for the discussion of the agenda, including concrete implementation measures related to the prevention of accidental clashes in the West Sea, military tension reduction and confidence building, and the designation of inter-Korean joint fishery zone in the West Sea.
