Pilot operation scheduled for the Open Recruitment of Principals

Seoul--(뉴스와이어)--Beginning September 2007, principals of primary and secondary schools will be selected through an open recruitment system under a pilot tryout, according to the Ministry of Education and Human Resources Development. The new development comes as a part of the “Teacher Policy Improvement Plan” drafted in August 2006 by the Council for Educational Innovation.

The system works in three ways according to eligibility standards. The internal selection system is intended for educational civil servants or private school teachers with 15 or more years of professional teaching experience, much less from the current requirement of 28 years. The open system calls for competition among those who have completed teachers’ courses and have worked in the profession for three years or longer. The invitation system appoints principals from among those who possess a Principal Certificate.

This year, 41, 6 and 16 principals will be recruited by the above methods, respectively, adding up to 63 openly recruited principals nationwide. Selected school heads will be required to fulfill a four-year tenure, so that schools may seek innovation and contribute to regional development under a continued and consistent leadership.

Through consultation with parents’ associations and school councils, the Superintendent of a Local Office of Education will review applications from interested schools and designate the ones that will operate the pilot system. Selected schools will recruit principals through open competition, from among candidates that are able to complete a four-year tenure. Candidates are not allowed to apply for other positions during the application period.

The Local Offices of Education will then form a screening committee together with school members, and select three candidates to recommend to the School Council. The Council will again select two finalists to recommend to the Superintendent. After a final candidate is selected by the Superintendent, s/he will go through a professional training session prior to full appointment as a principal by the Ministry of Education & HRD.

Openly recruited heads will be granted the right to appoint teachers for the school, within a limit of 30 percent of the school’s total teacher quota.

Alongside, the ministry will trial operate a new “Master Teacher” system starting this September. Under the new system, teachers who excel in class lectures and student instruction will be designated as master teachers,” who will be responsible for the instruction of new-coming teachers and inspection of peer teachers. Researches have been running since last December to develop a master teacher model defining the appointment method, roles, qualification, position, etc. The new scheme is expected to help teachers get motivated for continued self-development, and offer opportunities to assume managerial roles in positions other than the principal.
