60 regions to benefit from priority educational welfare support
By selecting 30 new regions, an additional 156 schools are now receiving educational welfare support from the government, which translates into 14,488 National Basic Livelihood Support students newly benefiting from financial support. In total, 30,000 National Basic Livelihood Support students are now under support, accounting for approximately 14 percent of all students living on government aid. The ministry plans to increase this ratio to 25 percent in 2008, by which the number of beneficiary regions is expected to grow to 100.
Selected regions will receive 4 billion Korean won in aid, including matching funds from the private sector, over a five-year period. As the number of beneficiary schools and students differ by region, the aid will be provided at differentiated levels, between 600 million won and 1.2 billion won in 2007.
The financial support will enable each local office of education to employ an expert project coordinator, and each beneficiary school to appoint a regional social education expert, who will work together to analyze practical student needs and develop adequate community programs.
In addition, as the current program is designed to aid urban poverty regions only, the ministry plans to introduce a new project in 2008 to nurture selected rural schools into regional welfare centers. Taking the model of the current program, the new scheme will run in two tracks, the ‘urban’ track and ‘rural’ track, allowing for diversified methods of support tailored to specific regional needs.
The welfare program was first introduced in 2003, in an attempt to increase educational access for children in urban low-income areas. The government’s financial support not only covers a student’s expenses for everyday school life, but also enables the provision of diverse cultural, counseling and welfare programs, as well as child care and education programs for youngsters.
